This is a modified MMU2 pulley body which has holes cut in it for a cleaning brush as used in the Skelestruder design. Why have your springs and bolts go flying when you open it if you can have the gears clean themselves?
Jan 23, 2019: Updated description; I've since printed the item and use it myself so my statement about only having printed segments for testing was outdated. Removed WIP flag.
3mm shaft
19mm (3/4") disc brush, e.g. https://widgetsupply.com/product/ban14.html
Insert brush in slots, put shaft through, enjoy. Maybe use some M3 screws or 3mm filament to keep the shaft in place if it's loose.
If there are concerns about dust falling out onto your prints, cover the slots with some tape to contain it and just clean them out once in a while. :-)
