The Nvidia Tesla P4 is cheap, plentiful and easy to set up for Plex or other homelab tasks. The only problem with it is there is no active cooling on the gpu and you must provide your own.
This fan duct solves this issue. It also stacks as long as your PC supports multiple GPUS. The Lenovo M920s does not as its power supply can only support 1 GPU and the attached pictures are for illustrative purposes only.
