This is a cable chain mounting bracket that mounts to the Ender 3 carriage and keeps the wires from moving around or chaffing. It mounts with two screws, and holds the wires rigid with zip ties. You must remove the z-axis lead screw, and the three screws holding the rollers on the carriage to install it. Use two flat head 5mm or #10 screws about 12mm or .5" long, and corresponding locknuts or locktite to install it. Install the screw closest to the stepper first with the bracket in an easier to access position and then rotate to the normal position for the second screw.
Photos show zip tie installed, and top and bottom positions. You can count the links too if you like.

Couple other things I noticed installing this. The lead screw was not parallel to the the rail. Adjust the nut if you notice that. I also found the top gantry rail was too short and the rollers came off the rails when the carriage was at the top. I was able to loosen the screws and push the vertical rails apart and re-tighten to fix the issue.
