This is a pasta press with the accompanying cutter. It creates pasta with ca. 75mm diameter.
Nothing out of the ordinary. Print the parts as they are oriented in the file. I would recommend printing the hinge parts solid with five perimeters. No support required for any part by design.
Assemble as show in the exploded-view diagram. The hinge-part with the short tab goes into the narrower shell. The hinges are a tight fit by design you can use a tabletop to press them in.
As an axle use a piece of filament. If necessary you can prevent the axis from sliding out by cutting them a little longer quickly heat up the outer ends with a lighter and flatten them.
You will have to make your own judgement concerning this, and there can be lengthy debates had about it. For me personally there is no issue in this case. I print in PLA and do scrub the surfaces thoroughly with soapy water before every use. There are no solvents like alcohols or fat in the dough that could extract contaminants from the plastic, should there be any, and there is no abrasion happening.
