A traditional style rocker blotter, used for blotting ink off the page to dry it when writing with a fountain pen.
Slip the end of a piece of blotting paper into the slot on one side of the base, wrap it around the bottom of the base, tuck the other end into the other slot, then slide the cap on to hold the paper in place. If your blotting paper is thin you can also press and click the cap into place rather than sliding it.
The blotter holds a single strip of blotting paper 1.75" (45mm) wide by 4.7" (120mm) long. This exactly fits J. Herbin pre-cut refill sheets (link goes to Goulet Pen Co.) or of course you can cut an appropriate sized piece from any full-size sheet. The blotting paper in the photos is cut from Mont Blanc refill strips which are slightly larger.
This is an easy print. Both parts print without needing any supports.
Notes:
I have printed these in PLA with 0.2mm layer height and 25% infill. Neither setting is critical. The photos show a blotter printed in Monoprice wood-filled PLA (item #12507) at 210C.
