Okay here is an explanation how to build this.
You have 2 files, header and base, both are printed without support.
Other materials that you will need:
First cut Neon strip in 2 pieces, as I did on picture. Be careful to cut it precisely and on designated spots on neon strip itself (marked with little black line) otherwise strip won't work.
Connect two pieces at the top using enameled copper wire and soldering iron (if you don't have enameled copper wire, regular wire can do the job, but it will make slight gap and the neon strip won't look uniform), or you can strip regular wire and then solder but be careful not to make short circuit.
When you soldered 2 pieces on the top of heart start inserting Neon strip in header. There will be some resistance but it is designed in that way so you don't need to glue it. Push it in all the way in, so the white from Neon strip body is hidden, but keep one end of strip outside of header because you will need to connect adapter with strip.
For the last phase you will need to push adapter wires through designated hole in base, and solder it to strip, making sure you solder + and - correctly, otherwise you can damage adapter or the strip. After you soldered your adapter finish putting your Neon strip in header.
MAKE SURE EVERYTHING WORK!!
After you made sure everything works proceed to connect header and base while making sure you dont cramp wires.There is designated spot in header throught wich wires should go. Note that you need to point Neon strip away from the hole in base.
If you can't merge header and base slightly sand header. Tolerances are that small that if your printer is off by 0.5mm pieces won't merge.
