Wheels are spinning if you use the right parts, which are listed below. Tyres are printed from TPU, all other parts PLA or any other material of your choice.

Jan., 12th, 2020: updated "black_chassis_front.stl" with more clearance for AT tyres
Jan., 19th, 2020: updated "black_chassis_rear.stl" and "silver_body_rear.stl" to fix the imperfection where the wall thickness on the old body part at one spot near the rear wheel well was so small that there would be a hole after printing. The hole can be seen on some of the pictures. Your model will not have that if you download the new files.
March 8th, 2020: fixed un-attached geometry on AT tyres left/right
April 17th, 2020: fixed un-attached geometry on black_chassis_front
